A Toronto man who was one of Canada's most-wanted fugitives until his arrest on Prince Edward Island last week is now back in his home province.

Charlottetown police Chief Brad MacConnell says detectives with the Toronto Police Service escorted Michael Bebee, 35, back to Ontario on Saturday.

Toronto police had issued a Canada-wide warrant for Bebee's arrest in connection with the July 23, 2023, shooting death of Shamar Powell-Flowers in Toronto's east end.

Bebee is accused of second-degree murder in relation to the incident. The matter has not yet been before the courts.

On April 23, Bebee was listed as the most wanted man in the country by the Bolo Program, a project run by the Stéphan Crétier Foundation, which helps raise awareness about the country's most wanted suspects and offers rewards for tips. The name Bolo is an acronym for "be on the lookout."

One week later, Charlottetown police officers arrested Bebee without incident near the corner of Belvedere Avenue and Queen Street, acting on Toronto police information that he could be on the Island.

Bebee was jailed at the Provincial Correctional Centre in Charlottetown until the detectives arrived to take him back to Toronto.

Toronto police have said Powell-Flowers was shot after he intervened in an altercation near Danforth and Carlaw avenues in Toronto.

At the time of the incident, Bebee was under a gun prohibition for his part in another Toronto shooting four years earlier, according to Toronto police Chief Myron Demkiw.
